ELEMENTARY SCHOOL DISTRICT NO. 31

BANNER PUBLIC SCHOOLS

 

As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the Board of Education of Elementary School District No. 31 of Canadian County, Oklahoma will hold a REGULAR MEETING on April 10, 2023, at six o’clock p.m., at the Banner School Cafeteria, Banner Public Schools, located at 2455 N. Banner Road, El Reno, Oklahoma 73036.

 The following is a list of the business to be conducted by the Board of Education at the above meeting:

Call meeting to order.

Roll call.

Discussion and possible board action to approve the following minutes:

       a. Special Meeting Minutes of March 20,2023. 

       b. Regular Meeting Minutes of March 22, 2023.

       c. Special Meeting Minutes of April 3, 2023.

 

Communication.

PTA Report.

 

Open Issues:

           

  1. Discussion and possible board action regarding the assignment of Board Member  Positions.

 

  1.  Discussion and Possible board action to hire an auditor.

 

  1. Discussion and possible board action to update Policy EGG ( PROHIBITION OF RACE AND SEX DISCRIMINATION IN CURRICULUM AND COMPLAINT PROCESS), Policy EGG-E (PROHIBITION OF RACE AND SEX DISCRIMINATION IN CURRICULUM AND COMPLAINT PROCESS COMPLAINT FORM) and Policy DAA (NONDISCRIMINATION).

 

  1. Discussion and possible board action to approve the updated revisions to the approved 

       2023/2024 school calendar. 

     

      5.  Discussion and possible board action regarding the 2023/2024 school day instruction

       calculation.

  

      6.  Discussion and possible board action regarding whether to pay to all Banner employees, 

       a one-time stipend payment in the amount of $2,500.00 for full-time employees and a

       one-time stipend payment in the amount of $1,000.00 for part- time employees with the

       stipulation that such stipend amount is for returning and retiring employees for the

       2023/2024 school year and such is not to become part of the continuing contract of any

       teacher or support employee, and thus, no teacher or support employee reemployed shall

       have any property right to this stipend in any subsequent fiscal year.

 

      7.  Proposed  Executive Session to discuss the 2023/2024 employment status of the

       following certified teachers: Allison Bedell, Cara Belcher, Robin Enright, Kimberly Fletcher,

       Meishel Fry, Phyllis Gomez, Sheryl Hoyle, Brenda Kirkegard, Hayden Logan, Ashley

       McDonald, Alyssa Miller, Krista Mohr, Matt Mohr, Christy Norton, Dawn Novosad, Paula

       Reid, Darla Reynolds, Jeanne Riggs, Nathaniel Walk, Rita Wally and Melanie Willoughby,

       and the 2022/2023 extra duty summer contract of Paula Reid  and the

       2022/2023  summer employment of Denise Faulkner and George Wilson and

       the employment of a new certified teacher for the 2023/2024 school year and the

       employment and contract of a new support employee for the 2022/2023 school year,

       pursuant to 25 O.S., Section 307(B)(1).

 

        8.   Vote to convene or not to convene into executive session.

 

       9.   Acknowledge return to open session.

 

     10.  Executive minutes compliance statement.

 

     11.   (a)  Discussion and possible board action to employ Allison Bedell, Robin Enright,

            Kimberly Fletcher, Meishel Fry, Phyllis Gomez, Sheryl Hoyle, Brenda Kirkegard, Hayden

            Logan, Krista Mohr, Matt Mohr, Christy Norton, Dawn Novosad, Paula Reid, Darla

            Reynolds, Jeanne Riggs and Rita Wally on regular teaching contracts for the 2023/2024

            school year.

 

           (b) Discussion and possible board action to employ Cara Belcher, Ashley McDonald,

            Alyssa Miller, Nathaniel Walk and Melanie Willoughby on temporary teacher contracts

            for the 2023/2024 school year.

 

            (c)  Discussion and possible board action to employ Paula Reid on an extra duty

            Contract.

 

            (d) Discussion and possible board action to employ a new support employee for the

            2022/2023 school year.

           

            (e) Discussion and possible board action to employ a certified teacher on a temporary

            contract for the 2023/2024 school year.

 

            (f) Discussion and possible board action to employ Denise Faulkner and George Wilson

Encumbrance approval:

Board to consider the following encumbrances and change orders with possible action:

 

  1. General Fund Change:  2, 14, 49, 152, 153, for an increase of $3,250.00

 

  1. General Fund New: 185, 70166  for a total of $4,438.46

 

  1. Child Nutrition Fund Change: 1-3 for an increase of $16,500.00

 

  1. Child Nutrition Fund New: 18 in the amount of $12,600.00

 

  1. Child Nutrition Fund Change: 1,2,3,15 for an increase of $17,500.00
