As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the Board of Education of Elementary School District No. 31 of Canadian County, Oklahoma will hold a Regular Meeting on September 11, 2023 at six o’clock p.m., in the Banner School Cafeteria, Banner Public School, located at 2455 N. Banner Road, El Reno, Oklahoma.

 

AGENDA

 

The following is a list of the business to be conducted by the Board of Education at the above meeting:

 

I. Call meeting to order.

 

II. Roll Call.

 

III. Communication.

 

IV. P.T.A.Report. 

 

V. Consent Agenda

       All of the following items, which concern reports and items of a routine nature normally approved at board meetings, will be approved by one vote unless any board member desires to have a separate vote on any or all of these items. The consent agenda consists of the discussion, consideration and approval of the following items:

  1. Minutes of the August 14, 2023 Regular Board Meeting,

 

  1. Encumbrance approval:

1. General Fund New: 182 - 185, 70108-70109  for a total of $24,190.

2. General Fund Change: 12, 39, 49, 52,  54, 55, 119, 160, 70073 and 70096 for an   increase of $14,166.96.

3. Building Fund Change: 3 and 6 for an increase of $9,000.00.

 

  1. Activity Fund Reports,

 

  1. Treasurer’s Report,

 

  1. Approval of  the 2023/2024 contractual agreement between Saber Transportation and Banner School District.

 

  1. Approval of the Alternative Education school site statutory waiver/deregulation application.

 

 

 VI. Board Action:

 

      A.   Discussion and possible board action regarding the 2023/2024 Estimate of Needs.

 

      B.    Discussion and possible action on updated RETURN TO LEARN PLAN and the

            ESSER III new budget plan.

 

      C.  Discussion and possible board action regarding the Emergency Procedures Guide for the

           school year 2023/2024.

     

      D. Discussion and possible board action to amend and adopt the following policies:

           DECA  FAMILY MEDICAL LEAVE,  DEC-R1 SICK LEAVE CERTIFIED

           PERSONNEL (REGULATIONS),  DEFA-R1  BANNER LEAVE

           SHARING PROGRAM (REGULATION),  DEFA-R2 LEAVE SHARING BANK 

          (REGULATION), CN-R1 SCHOOL TRANSPORTATION (REGULATION),  GKF

           DISCIPLINARY ACTION FOR MISUSE OF SCHOOL BATHROOM AND CHANGING

           FACILITIES,  FFACDA  ADMINISTRATION OF EMERGENCY OPIOID ANTAGONISTS,

           FFACC- DIABETES MEDICAL MANAGEMENT PLAN,  FFACCA- HYPOGLYCEMIC

           EMERGENCY PROCEDURES,  FFACCA-E -WAIVER OF LIABILITY FOR

VII. PROPOSED EXECUTIVE SESSION.

  1. Employ and contract a new support employee,
  2. Extra duty contract for Billie Bullock,
  3. To evaluate the quarterly performance of the superintendent. Pursuant to 25 O.S. Section 307(B)(1).

 

VIII. Vote to convene or not to convene into executive session.

IX. Acknowledge return to open session.

X. Executive session compliance announcement.

XI. Discussion and possible board action to employ and contract a new support employee.

XII. Discussion and possible board action to approve/not approve the extra duty contract of Billie Bullock.
