BANNER PUBLIC SCHOOLS

 

 

As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the Board of Education of Elementary School District No. 31 of Canadian County, Oklahoma will hold a REGULAR MEETING on May 08, 2023, at six o’clock p.m., in the Banner School Cafeteria, Banner Public Schools, located at 2455 N. Banner Road, El Reno, Oklahoma.

 

The following is a list of the business to be conducted by the Board of Education at the above meeting:

 

Call to order.

 

Roll call.

 

Board to consider the following meeting’s minutes with possible action:

          a. April 5, 2023

          b. April 10, 2023

          c. April 12, 2023 

          d. April 17, 2023 

 

Communications.

 

PTA Report.

 

Open Issues:

 

1. Board to recognize the 2023 7th/8th grade Girls Track Team State Champions.

 

2. Discussion and possible action to employ and contract a Transitional Superintendent for the remainder of the 2022-2023 school year.

 

3. Proposed executive session to discuss

 (1) the resignation of Lori Merhib,

 (2) the amendments to the contracts of Shawn Robinson and Rita Wally during the

             2022-2023 school year.  25 O.S. Sec. 307(B)(1).

   

           4. Vote to convene or not to convene into executive session.

 

           5. Acknowledge return to open session.

 

           6. Executive Session Minutes Compliance Announcement.

 

           7. Discussion and possible action to accept the resignation of Lori Merhib per

           written agreement.

 

 8. Discussion and possible board action to approve/not approve the amended

           contracts as agreed upon of Shawn Robinson and Rita Wally during the 2022-2023 

           school year.

 

 

 9. Discussion and possible board action regarding the 2023/2024 Vision Related  

           Services Contractual Agreement between New View Oklahoma and Banner School

           District.

 

         10. Discussion and possible board action regarding the 2023/2024 Physical/Occupational/

         Speech Therapy Services and Behavior Therapy Coaching/Training Contractual

         Agreements between Oklahoma Pediatric Therapy Center and Banner School District.

 

         11. Discussion and possible board action regarding the 2023/2024 Evaluation Services

         Contractual Agreement between Karie Read, School Psychometrist and Banner School

         District.

 

         12. Discussion and possible board action regarding the 2023/2024 OSSBA Membership

         and Policy Renewal.

 

         13. Discussion and possible board action regarding the 2023/2024 contractual agreement

         between OKTLE (Employee Evaluation Systems, Inc.) and Banner School District.

 

         14. Discussion and possible board action regarding the contractual agreement between

         The Town of Union City Police Department and Banner school District for School Resource

         Officer.

 

         15. Discussion and possible board action to approve the 2023/2024 Application for

         Temporary Appropriations.

 

         16. Discussion and possible board action regarding the 2023/2024 Permission to                                                                               

          Invest.

 

17. School Report Card review by Mrs. Smith.

 

 

 18. Proposed  Executive Session to discuss the 2023/2024  employment status of the

  following Support Staff: Laura Borneman, Maria Castanon, Chris Etheridge, Denise

  Faulkner, Carla Granados, April Henson, Charlotte Heupel, Erin Jinkens, Hayley Logan,

  Diana Mapes, Chelsie Mendoza, John McGinty, Stacey Miller, Dawn Muir, Kodi Nichols,

  Justin Risenhoover, Shawn Robinson, Kenlee Sims, Barbara Stevens, George Wilson

  and Grant Wilson, pursuant to 25 O.S., Section 307(B)(1).

 

          19. Vote to convene or not to convene into executive session.

          22. Discussion and possible board action to employ the following support personnel

           for the 2023/2024 school year: Laura Borneman, Maria Castanon, Chris Etheridge,

           Logan, Diana Mapes, Chelsie Mendoza, John McGinty,  Stacey Miller, Dawn

           Stevens, George Wilson and Grant Wilson. 

 

          23. Discussion and possible board action to appoint Charlotte Heupel as BOE Minutes

          Clerk, Diana Mapes as Deputy Minutes Clerk and Accounts Payable Encumbrance

          Clerk, Samantha Smith as Treasurer, Jamie Burtner as Deputy Treasurer, Hayley Logan

          as Payroll Encumbrance Clerk and Activity Fund Custodian for the 2023/2024 school

          year.

 

          24. Administer the Oath of Office to Jamie Burtner as Deputy Treasurer.

Encumbrance Approval:

            Board to consider the following encumbrances and change orders with possible action:

           

              a. General Fund New – 186, 187 for a total of $598.00  

 

              b. General Fund Change – 9, 70041, 70056, 70057, 70105, 70113, 70164 for an

              increase of $21,643.43.

    

              c. Child Nutrition Fund Change – 15 for an increase of $500.00

 

              d. Building Fund Change- 14 for an increase of $9,000.00.
