As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the Board of Education of Banner Elementary School District No. 31 of Canadian County, Oklahoma will hold a REGULAR MEETING on February 13, 2023 at six o’clock p.m., in the Banner School Cafeteria, Banner Public School, located at 2455 N. Banner Road, El Reno, Oklahoma. 73036.

Call Meeting to Order.
Roll Call.
Approval of January 11, 2023 Regular Board Meeting Minutes with possible action.
Communication.
PTA Report.
Open Issues:
- Discussion and possible board action with OSSBA to contract for Assemble Meeting Services.
2. Discussion and possible board action regarding the 2023/2024 contractual agreement
between Banner School District and ADPC.
3. Discussion and possible action for an updated Banner Public School Residency Policy
FD and FD-P.
4. Discussion and possible board action regarding the resignation of Jacob Rhoades as
support employee effective 1/20/2023.
5. Discussion and possible board action regarding the resignation of Kellie Mangold as
support employee effective 2/08/2023.
6. Proposed executive session to discuss the employment and contract of
Samantha Smith, Assistant Principal, for the 2023/2024 school year, the 2022/2023
employment and temporary contract of a new support employee, the 2022/2023
updated contracts for April Henson and Erin Jinkens, and the extra duty contract for
Charlotte Heupel pursuant to 25 O.S., Section 307(B)(1).
7. Vote to convene or not to convene into executive session.
8. Acknowledge return to open session.
9. Executive session minutes compliance announcement.
10. Discussion and possible board action to renew the employment and contract of Samantha Smith, Assistant Principal, for the 2023/2024 school year.

12. Discussion and possible board action to approve/not approve the updated contracts for April Henson and Erin Jinkens.

Board to consider the following new encumbrances and change orders with possible action:
- General Fund Change: 1-3, 6, 15 and 152 for an increase of $41,000.00
- General Fund New: 70165 in the amount of $7,172.98
- Building Fund Change: 6 and 11 for an increase of $26,500.00
- Building Fund New: 12 and 13 for the amount of $48,000.00
- Child Nutrition Change: 1 for an increase of $7,436.10
