As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the Board of Education of Elementary School District No. 31 of Canadian County, Oklahoma will hold a REGULAR MEETING on May 09, 2022, at six o’clock p.m., in the Banner School Cafeteria, Banner Public Schools, located at 2455 N. Banner Road, El Reno, Oklahoma.

 

The following is a list of the business to be conducted by the Board of Education at the above meeting:

Board to consider last month’s meeting’s minutes with possible action.

Open Issues:

 

1. Banner Academic Team to be recognized by the Banner Board of Education.

 

2.  Discussion and possible board action regarding the assignment of Board Member Positions.

 

            3. Discussion and possible board action to purchase portable buildings to address

            student capacity issues.

            

            4. Discussion to consider the recommendations of the Construction Manager, Rick Scott

            Construction, inc., to award the contract for the Reroof Project as bid upon and received

            April  19, 2022 from area sub-contractors based on the plans and specifications of MA

            Plus Architecture and to approve a “Notice to Proceed” for the aforementioned project.

 

5. Discussion and possible board action to surplus the sale of unused and/or outdated electronic equipment.           

 

6. Discussion and possible board action regarding whether to pay all Banner employees that are employed on August 11, 2022, a one-time stipend payment in the amount of $500.00 , with the stipulation that such stipend amount is for employees for the 2022/2023 school year and such is not to become part of the continuing contract of any teacher or support employee, and thus, no teacher or support employee reemployed shall have any property right to this stipend in any subsequent fiscal year.

 

 

7.  Proposed  Executive Session to discuss the 2022/2023  employment status

 of the following certified teachers: Allison Bedell, Robin Enright, Meishel Fry, Phyllis Gomez, Sheryl Hoyle, Brenda Kirkegard, Hayden Logan, Krista Mohr, Matt Mohr, Christy Norton, Dawn Novosad, Paula Reid, Darla Reynolds Jeanne Riggs, Christina Sharp and Rita Wally and the 20222/2023 temporary employment of the following certified temporary employee Kim Fletcher; the 2022/2023  employment status of the following support personnel:  Laura Borneman, Maria Castanon, Lee Eastman, Chris Etheridge, Denise Faulkner, Charlotte Heupel, Erin Jinkens, Diana Mapes, Lori Merhib, Stacey Miller, Dawn Muir, Kodi Nichols, Jacob Rhoades, Shawn Robinson, Barbara Stevens, Kim Stringer and Grant Wilson, and the employment of temporary certified teachers for the 2022/2023 school year. pursuant to 25 O.S., Section 307(B)(1).

 

           8.  Vote to convene or not to convene into executive session.

 

           9.  Acknowledge return to open session.

 

          10.  Executive Session Minutes Compliance Statement.

 

           11. Discussion and possible board action regarding the 2022/2023  employment status

14.  Discussion and possible board action regarding the 2022/2023 Occupational, Physical, Speech and Behavioral Therapy Contractual Agreements between Oklahoma Pediatric Therapy Center and Banner School District.

 

15.  Discussion and possible board action regarding the 2022/2023 OSSBA Membership and Policy Renewal.

 

16.  Discussion and possible board action regarding the 2022/2023 contractual agreement between Youth and Family Services and Banner School District.

 

17.  Board to consider and take possible action, in the absence of the President and/or Clerk, to appoint an acting President and/or acting Clerk for the School District to execute any and all documents pertaining to the calling of a special election to authorize  general obligation bonds.

 

18. Board to take action on the employment of Stephen L. Smith, Corporation, as Financial Consultants to the School District.

 

19. Board to consider and take action on a resolution authorizing the calling and holding of a special election to be held in this School District to authorize the issuance of general obligation bonds.

 

20.  Discussion and possible board action regarding the Banner School District Resolution for Authorized Signatures on Interbank accounts effective May 09, 2022.

 

21. Discussion and possible board action to appoint Samantha Smith as Treasurer for the remainder of the 2021/2022 school year.

 

22.  Discussion and possible board action to appoint Charlotte Heupel as BOE Minutes Clerk, Diana Mapes as Deputy Minutes Clerk and Accounts Payable Encumbrance Clerk, Samantha Smith as Treasurer, Michael Prior as Deputy Treasurer, Kim Stringer / Hayley Leibold as Payroll Encumbrance Clerk and Activity Fund Custodian for the 2022/2023 school year.
